Is a BSC mandatory for Senegal?

Yes. A Bordereau de Suivi de Cargaison is required for containerised cargo destined for Senegal. The reference must be obtained at the port of loading, before the cargo ships, and endorsed on the Bill of Lading. Without it, your shipment can be held, refused loading, or penalised on arrival.

The BSC is matched against your importer’s ORBUS declaration

Senegal runs its trade documentation through ORBUS, a single-window platform, with customs declarations processed through the GAINDE system. This changes how the certificate behaves.

The BSC is automatically matched against the importer’s ORBUS declaration. The ORBUS number is mandatory on every BSC registration, and without a match the customs declaration in Dakar cannot be completed.

The certificate is not a standalone document that travels with the cargo. It is one half of a pair, and the other half belongs to your consignee. A validated BSC that does not reconcile with the ORBUS declaration leaves your importer unable to clear.

Along with the ORBUS number, three consignee details are strictly required: the NIF fiscal identification number, a valid email address and a phone number. Senegal enforces this more firmly than most — incomplete consignee contact details will hold up validation.

LCL: the Master Bill of Lading, not the House

A rule specific enough that it catches consolidators regularly.

For LCL shipments, Senegalese authorities require the Master Bill of Lading. A House Bill of Lading is not accepted.

If you are shipping groupage into Dakar, obtain the MBL from your consolidator before filing. This is not a preference that can be worked around at the Senegalese end.

Timing, and the absence of a safety net

The BSC has been required prior to loading since 1 March 2019. Validation must be complete before the vessel reaches Dakar, and that is the hard deadline — a certificate validated after arrival is treated as late.

The practical planning figure: a draft is issued within a day where documents are complete and consistent, and validation typically takes one to three working days. But all approvals are handled through the main office in Dakar, so allow up to a week rather than assuming the fastest case.

Modifications requested after the certificate has been validated attract a penalty fee, so the draft stage is where corrections should happen.

Penalties

Cargo arriving without a validated BSC, or with a BSC that does not match the Bill of Lading, cannot be cleared. Penalties are typically assessed at twice the certificate cost plus a regulation charge set by the port authorities, with storage and demurrage running throughout.

Note the second condition there — a mismatch is treated the same as an absence. Container numbers, declared values and consignee details on the certificate have to correspond to the Bill of Lading exactly.

Who administers it

The BSC is issued under COSEC — the Conseil Sénégalais des Chargeurs — mandated by Interministerial Decree N°04350 of 26 May 2008.

The certificate is referred to as both BSC and BESC in Senegalese documentation. They are the same document.

One per Bill of Lading

Every Bill of Lading requires its own unique validated BSC number. There is no consolidation across bills and no reuse between shipments.

Dakar, and what moves through it

Dakar handles the great majority of Senegal’s container traffic and serves as a regional gateway — it is one of the two main routes for landlocked Mali, alongside Abidjan. Kaolack, Lyndiane and Ziguinchor take smaller volumes.

Cargo transiting Dakar for Mali needs Mali’s own certificate. The Senegalese requirement attaches to cargo entering Senegalese customs territory, so establish the final destination before deciding which certificate applies.
