Madagascar BSC certificate
Every containerised shipment into Madagascar needs a valid Bordereau de Suivi de Cargaison, obtained before the container is loaded.
Is a BSC mandatory for Madagascar?
Yes. A Bordereau de Suivi de Cargaison is required for containerised cargo destined for Madagascar. The reference must be obtained at the port of loading, before the cargo ships, and endorsed on the Bill of Lading. Without it, your shipment can be held, refused loading, or penalised on arrival.

Both parties must be registered in GasyNet first
Madagascar’s BSC runs through GasyNet, and this is where first-time shipments fail — not on documents, but on registration.
The exporter and the Malagasy consignee both need accounts in the GasyNet system before a BSC can be opened. If either is unregistered, the application cannot be processed at all.
Registration is not instant. It can take several days, and it requires supporting documents from the party registering. For an established Malagasy importer this is usually already in place. For a new consignee, or a first shipment to Madagascar, it is the thing to check before you confirm the booking rather than after.
We can complete the registration on behalf of either party, but we need to know early. A container on the water with an unregistered consignee is a genuinely difficult position, for reasons the next section explains.
Cargo without a BSC is returned to origin
Madagascar is stricter than any other destination we handle, and the difference is not the size of the penalty.
Elsewhere, a missing certificate means the cargo is held, a penalty is assessed, the declaration is regularised and the goods are released. In Madagascar there is no in-country resolution path. Cargo arriving without a valid BSC is sent back to its origin.
That turns a documentation error into a return freight bill, a second set of port charges and a shipment that reaches nobody. It is the reason we treat Madagascar bookings differently from the rest.
The €100 threshold
Madagascar is the only destination on our list with a value floor. The BSC is mandatory where the consignment value is €100 FOB or above.
In practice this exempts very little commercial cargo — almost any container clears that figure comfortably — but it matters for samples, spares and small consolidated consignments where a shipper might reasonably wonder whether the requirement applies. If the FOB value reaches €100, it does.
The requirement dates from circular N°01/MFB/SG/DGD of 23 March 2007, making Madagascar one of the longer-established cargo tracking regimes in the region.
Two deadlines, not one
Madagascar sets its timing against two separate events, and both have to be met:
- The application should be submitted at least 5 days before the vessel arrives in Malagasy customs territory
- The certificate must be obtained at least 3 days before the customs declaration is submitted
The second is easy to overlook because it depends on your consignee’s clearance timetable rather than the sailing schedule. A certificate issued in time for arrival can still be late for the declaration if the importer files quickly.
Amendments are expensive
Changes to the customs declaration attract a penalty of $2,500 per Bill of Lading, charged to the requesting party.
That figure changes how the draft stage should be handled. On most destinations a correction is an inconvenience. On Madagascar it is worth reading the draft carefully — container numbers, declared values, consignee details — before approving anything.
The number goes on the Master Bill of Lading
The BSC reference must appear on the Master Bill of Lading, not only on the house bill. Where you are shipping through a consolidator, confirm that the reference has been passed up to the master document.
What the documents must show
Madagascar’s document requirements are more prescriptive than most:
- The commercial invoice must be issued to the final consignee in Madagascar, not an intermediary
- The incoterm must be stated explicitly
- The value breakdown must correspond to the incoterm — a CFR invoice should show the FOB value and the freight separately
- Details on the export customs declaration must match every other document
- A certificate of origin and packing list are required alongside the standard set
Where the invoice is FOB or EXW, a separate sea freight invoice is required because the freight value is not stated on the commercial invoice.
Ports
Toamasina — still widely called Tamatave — is the primary commercial port and handles most of Madagascar’s container traffic. Mahajanga serves the northwest, Ehoala the south, with Antsiranana, Nosy Be and Toliary taking smaller volumes.
