What is a BSC?

The BSC is the francophone equivalent of an ECTN, used by Senegal, Mali, Niger, Ivory Coast, Madagascar and Sierra Leone. Each country administers its own system through its national shippers' council, so a BSC is destination-specific even though the format and requirements are broadly consistent.

Three of the six countries using a BSC are landlocked, so the declaration often has to describe a routing rather than a single port. Mali is served through Dakar and Abidjan, Niger through Cotonou and Lome. Getting that routing right on the declaration matters as much as the cargo detail.

Full name: Bordereau de Suivi de Cargaison. The reference number must be endorsed on the final Bill of Lading before the container is loaded.

BSC FAQs

Which countries require a BSC?
Senegal, Mali, Niger, Ivory Coast, Madagascar and Sierra Leone. Each issues its own, and one country's BSC is not valid for another.
How does a BSC work for a landlocked country?
The declaration names the port of discharge and the inland destination. Cargo for Mali is typically discharged at Dakar or Abidjan, and for Niger at Cotonou or Lome, then moves overland under the same declaration.
Is a BSC the same as an ECTN?
It is the same instrument under a French name. The documents and the timing are equivalent.
Can one BSC cover several containers?
A declaration is made against a Bill of Lading, so containers moving on the same B/L are covered together. Separate Bills of Lading need separate declarations.
