Nothing can be validated after the vessel sails

Gabon is the least forgiving destination on our list for timing, and the rule is absolute.

The preliminary BIETC — the prior agreement — must be obtained before the vessel departs the port of loading. Post-departure validation is prohibited outright, regardless of any arrangement made in advance.

Compare that with Benin, where the certificate can be validated up to five days after departure. Two Central and West African destinations, opposite rules. A shipper who has learned Cotonou’s timing and applies it to Owendo has a container at sea with no route to compliance.

The prior agreement should be obtained a minimum of one day before departure. In practice, start earlier — the full cycle runs several days and a week is the sensible planning assumption.

Two stages, not one

Gabon works in two steps, and it helps to think of them separately.

The prior agreement comes first, before loading, on the strength of the draft Bill of Lading. Then the final validated certificate follows once the original Bill of Lading is available and CGC approves.

The BIETC number then has to be passed to the shipping line so it appears on the Bill of Lading. That step is easily forgotten, and it needs to happen while the line can still amend the document.

Validation timeframes vary by the continent your cargo loads from — Gabonese authorities allow between five and fifteen days depending on origin. Ask us for the figure that applies to your loading port rather than assuming the shortest.

The penalty is calculated on the manifest

Failure to follow the BIETC procedure results in cargo blocked at destination, regularisation fines, and a penalty equal to 100% of the freight manifest value.

Not a multiple of the certificate fee — the freight value itself. In serious cases cargo can be refused entry or returned to origin, and the shipping line separately reserves the right to fine the shipper for failing to obtain the certificate in time.

Used vehicles: ten years

Gabon enforces an age limit on imported used vehicles. As of 2026, a vehicle must be no more than ten years old from its first date of service.

The date that counts is first registration, not manufacture, and not the date of sale. Check it before the vehicle is bought, because no amount of correct documentation makes an eleven-year-old vehicle importable.

Who administers it

The BIETC is issued under the authority of CGC — the Conseil Gabonais des Chargeurs — through its official representatives. The requirement was established by Gabonese customs in 2010 and set out in circular N°0065/MT/CGC/DG/DTSOM/IOS of 25 May 2011.

The full name appears in two forms in shipping documentation: Bordereau d’Identification Électronique des Transports et des Cargaisons, and Bordereau d’Identification Électronique de Traçabilité des Cargaisons. Both refer to the same certificate.

No exemptions

The BIETC applies to all import shipments — commercial, personal and diplomatic. Each certificate covers one shipment only and cannot be reused or split across Bills of Lading.

Two special cases worth knowing. Dangerous goods require a special import authorisation issued by CGC alongside the certificate. And a Gabonese citizen returning from abroad with personal effects needs a Certificat d’Expatriation from the embassy, or an equivalent document.

Documents must agree with each other

Gabon rejects rather than queries. Where details differ between the Bill of Lading, invoice and declaration, the certificate is refused and returned for correction — and no validation happens until coherent documents are supplied.

Because the prior agreement deadline is fixed at departure, a rejection late in the process is not recoverable in the way it would be elsewhere. Check the draft carefully.
