What is a FERI?

The FERI is the Democratic Republic of Congo's equivalent of an ECTN. It is filed before loading and its reference number must appear on the Bill of Lading presented at the Congolese port of discharge. The declaration is administered by OGEFREM, the body responsible for managing freight into the country.

The DRC handles a high volume of project cargo, mining equipment and consumer imports through a small number of ports, and the FERI gives the authorities advance visibility of what is arriving. It is also used to verify declared values, which makes accuracy on the commercial invoice more important here than in many destinations.

Full name: Fiche Electronique de Renseignement à l'Importation. The reference number must be endorsed on the final Bill of Lading before the container is loaded.

FERI FAQs

Which ports does the FERI cover?
Matadi, Boma and Banana on the Congo River. Cargo routed overland through neighbouring countries may have additional requirements depending on the border crossing used.
Can a FERI be corrected after issue?
Amendments are possible but they take time and may attract a fee. Because DRC checks are strict on container numbers and declared value, it is worth getting the draft right before validation rather than correcting afterwards.
Is the FERI the same as an ECTN?
It is the DRC's national implementation of the same instrument. The purpose and the documents are equivalent, but a FERI is only valid for Congolese ports.
What happens without a FERI?
Cargo is held at the port of discharge until the declaration is regularised. Penalties in the DRC are typically calculated as a multiple of the certificate fee, and demurrage runs while the container waits.
